I am using Elementor Pro (paid version, 1 site). In addition to publishing it on the live environment, I have also installed it on a local environment for testing purposes. I checked just to be sure whether the license for the local environment is excluded from the count.

Elementor recognizes local and staging domains as exceptions. These environments are excluded from license usage limits when their domains follow certain patterns.
Domains not counted as license activations:

You can safely activate the same license key on your local environment. Elementor automatically detects recognized “local” or “staging” domains.
No need to register or report your local test usage.
Only additional public production sites (with different domains) require extra licenses or a higher-tier plan.
